Maryland Biotechnology Investment Incentive Tax Credit

  • Welcome the Maryland Biotechnology Investment Incentive Tax Credit (BIITC) Application Page.  All applications must be submitted using the online application platform.  Commerce will not accept applications in any other format.  

    Please refer to the BIITC webpage for programmatic information.  

    Commerce will be accepting applications for the Fiscal Year 2026 program as follows:   

    • Commerce will begin accepting Form B Qualified Maryland Biotechnology Company (QMBC) applications on 8/19/2025.
    • Commerce will begin accepting Form A Qualified Investor Applications on 9/2/2025. Investor applications must be submitted no later than 9/15/2025 at 11:59 p.m. in order to be eligible for the Online Electronic Queue Investor Registration. Investor applications submitted after 9/15/2025 at 11:59 p.m. will be issued a username and reference number after 9/16/2025.
      • Upon submission of your Form A Qualified Investor Application, you will receive a confirmation email that includes a five-letter username and six-digit reference number. Save the username and reference number from this email.
    • Beginning on 9/16/2025 at 9:00 a.m. EST, Commerce will open the Online Electronic Queue Investor Registration through a separate website called https://bio.mdtaxcredit.org/.  This website will require investors to use the username and reference number received after submitting the Form A Qualified Investor Application.
      • Investor applications must be complete within two weeks of submission.  Incomplete applications will be rejected after that two week period and lose their placement in the investor queue.  Rejected applicants may apply again and register for the investor queue with their new credentials.

    • The deadline to submit the Form B (QMBC) application was 3/31/2026.  Commerce is no longer accepting Form B (QMBC) applications for the FY26 BIITC program.
    • The Form A (investor) application is now available. The deadline to submit the Form A (investor) application is 4/30/2026.
